A set of 4 model cardinal markers. In full size, these would be used to mark a nautical hazard, such a sunken ship, and the direction of safe water around it. Each has a set of two cones, the orientation of which represent the four points of the compass. For example, if both cones are pointing downwards, it would indicate it is safe to sail to the south of that marker. The compass direction would also be indicated by the black and yellow coloured bands on the pole, and a flashing light.
These metal models stand about 91mm tall, and may be home-made. Given their size, they were probably intended to be used as a navigational training aid.
